PROBLEM TO BE SOLVED: To provide a cam phase variable type internal combustion engine suppressing of engine stalling or the like during failure of a VTC. SOLUTION: When a drive current is outputted to a solenoid shuttle valve 17, a spool 92 is moved to the left and a hydraulic fluid supply oil path 16b is communicated with a drain passage 94, and a hydraulic fluid supply oil path 16a is communicated with a failure supply oil path 83. By communication of the hydraulic fluid supply oil path 16b with the drain passage 94, hydraulic fluid that has been supplied to a lock pin 33 is discharged, and hydraulic fluid that has been supplied to a bypass valve 36 is discharged also. On the other hand, by communication of the hydraulic fluid supply oil path 16a with the failure supply oil path 83, hydraulic fluid flows into the right end in the figure, and a selector valve 81 moves to the left. Then the hydraulic fluid flows into OPA side lag chambers 45b, 46b via the failure supply oil passage 83 and OPA side lag oil paths 85, 86, and relatively rotates first and second vanes 41, 42 to lag sides.
