<P>PROBLEM TO BE SOLVED: To provide a seal structure for a steam turbine preventing fluctuation of a leakage flow rate of steam even if it is positionally deviated in an axial direction, and having high sealing performance. <P>SOLUTION: In a labyrinth seal device 3c for suppressing the leakage flow rate of steam in a gap provided between a stator blade 2c (a fixed part) of the steam turbine 2 and a rotor 2a (a rotating part), one or both of a fin 3c2 disposed on a seal static body 3c1 equipped in the labyrinth seal device 3c and a fin 2a1 disposed on the rotor 2a is spirally shaped.
