PROBLEM TO BE SOLVED: To provide a radio transmission/reception apparatus for restraining futile signaling from being performed and preventing unnecessary resources from being secured even when there are many CSG (Closed Subscriber Group) cells using identical PCI in a macro cell.

SOLUTION: A terminal device 1 being a radio transmission/reception apparatus receives a pilot channel signal for measuring reception quality and a synchronous channel signal for synchronization from a small cell base station (home eNB). The terminal device 1 stores a white list indicating accessible small cells, and determines on the basis of the PCI of the CSG cell acquired from the synchronous channel and the white list whether the CSG cell of a handover destination is accessible. Then, a PCI and a CGI are added to the measurement report of the reception quality and the measurement report is transmitted to a macro eNB (base station device 2).
