<P>PROBLEM TO BE SOLVED: To provide a wireless communication system and method capable of reducing a processing required for performing handover. Ž<P>SOLUTION: When performing handover, a head base station 100-1 of this wireless communication system inquires of an intermediate base station 100-2 whether substitutional handover should be executed or not. The head base station 100-1 having received notification that the substitutional handover should be executed executes handover on behalf of the intermediate base station 100-2.
