<P>PROBLEM TO BE SOLVED: To provide an image processing apparatus and an image processing method that can obtain an image equivalent to an image obtained by applying screen processing to a multi-value image after rotation processing and magnification-variation processing even when the image having been subjected to the screen processing is subjected to at least one of rotation processing and magnification variation processing. Ž<P>SOLUTION: A multi-value code image generating part 1602 generates the multi-value code image by allocating first code information obtained by coding a dot pattern of a specified area to respective growth cores. A multi-value code image affine converting part 1603 performs affine transformation of the multi-value code image. A multi-value code image allocating part 1604 allocates second code information to the growth cores before the affine transformation based upon first code information of at least one growth core after the affine transformation close to a growth core before the affine transformation. A dot pattern expanding part 1605 expands a dot pattern in the specified area with the respective growth cores before the affine transformation based upon the second code information.
