PROBLEM TO BE SOLVED: To provide a device for dispensing a liquid droplet driven by a hollow actuator. SOLUTION: The device includes an elastic tube 1 of a specific length having an inside container space and a hollow actuator 2 that is fit with the outside of the elastic tube 1 so as to expand or contract the elastic tube 1 in the longitudinal direction of the elastic tube 1 when external voltage is applied and generates power and displacement in the longitudinal direction when an electric field is applied. The hollow actuator 2 expands or contracts in the longitudinal direction of the elastic tube 1 when the external voltage is applied and thus decreases or increases the volume of the inside space of the elastic tube 1 leading to precise discharge of a liquid.
