PROBLEM TO BE SOLVED: To provide a technology for uploading (transmitting) a plurality of collected maintenance information according to the priority (importance).

SOLUTION: The priority of maintenance information which is collected by maintenance personnel and stored in an information storage section 124 is determined with reference to priority discrimination information in which an information distribution section 127 is stored in a definition file 126 for deciding priority on transmitting (uploading) the maintenance information. Each maintenance information is thereby transmitted successively from the determined higher priority by the information distribution section 127 to an encryption section 121 for transmission by a mail transmission section 122 after being enciphered.
