PROBLEM TO BE SOLVED: To achieve normalization of a plurality of input image whose sizes are different so that the variation of shapes between the same characters can be reduced in order to increase the precision of character recognition. SOLUTION: In normalization processing, features holding the information of the direction of a character stroke are extracted from an image, and the center of gravity and boundary of the character in the image are determined from the moment of the extracted directional component features, and converted into a normalized image of a fixed size in such a form that the aspect ratio of the character is held, and the features holding the information of the direction of the character stroke are extracted from the image by direction component extraction 61, and there may exist a method for extracting the features separately in vertical and horizontal directions, and the center of gravity and boundary of the character are determined from the moment of the extracted features by calculation 62 of the center of gravity and calculation 63 of the boundary, and the aspect ratio of the character in the normalized image is determined from the aspect ratio of the character of the original image by aspect ratio calculation 35, and the character image is converted into an image of a predetermined fixed size according to the determined aspect ratio by normalized image creation 36.
