摘要

PROBLEM TO BE SOLVED: To reduce noise caused by influence of truncation processing in a decoded image by performing decoding effectively utilizing truncated overhead bits.

SOLUTION: Fragments of overhead bits truncated on the way are acquired from encoded data, the number of bits omitted due to truncation is acquired from the fragments of the overhead bits as the number of missing bits, and the missing bits are reproduced to restore the overhead bits.
