<P>PROBLEM TO BE SOLVED: To sustain improvement of combustion efficiency even if there is heat and vibration of an internal combustion engine or passage of time. Ž<P>SOLUTION: The problem can be resolved since in an electric circuit, two copper plates attached to a coil serve as an antenna, and electron exchange of received vibrational energy (waves) can be carried out at all times by placing insulators and pasting aluminum on the copper plates and rear faces of the copper plates and sending electrons generated by a generated electrical potential difference and electrons generated by a photoelectric effect into a cylinder by using water contents included in air entering the cylinder through an air cleaner.
