PROBLEM TO BE SOLVED: To obtain a waterproof sheet which has water resistance and is excellent in heat insulation. SOLUTION: The waterproof sheet has a surface layer which is constituted by heat-insulating mineral quality particles, and constituted by laminating at least five layers, that is, the surface layer, a first modified asphalt layer, a substrate layer containing a reinforcing material, a second modified asphalt layer, and a back layer in this order. The surface layer is constituted by the heat-insulating the mineral quality particles, and the first modified asphalt layer is constituted of a modified asphalt compound. The second modified asphalt layer is constituted of the modified asphalt compound, and the back layer is composed of a removability sheet and a synthetic resin containing a synthetic resin or inorganic particles.
