<P>PROBLEM TO BE SOLVED: To vary the number of users who perform downlink communication according to a distributed FDM system while suppressing the quantity of channel-coded L1/L2 channel information by user. Ž<P>SOLUTION: A base station device includes: a means for creating a low-layer control channel including at least resource allocation information and transmission system information for a data channel addressed to user equipment; a means for channel-coding the low-layer control channel individually for each of a plurality of user equipment; a means for transmitting the data channel and the low-layer control channel to user equipment; and a means for determining a downlink radio resource multiplexing method in accordance with at least either a moving degree of user equipment or a traffic class. High-layer control information, indicating that the downlink radio resource multiplexing method is a localized FDM system or a distributed FDM system, is transmitted on the data channel.
