<P>PROBLEM TO BE SOLVED: To provide an apparatus for determining an authorizer and a facsimile apparatus, for reducing the workload of an authorizer in the facsimile apparatus having an authorization function by the authorizer. Ž<P>SOLUTION: The device for determining the authorizer for the facsimile apparatus includes: candidate selection parts (S913, 914, and 916) for selecting a set of authorizer candidates comprising authorizers having condition values equal to or larger than the sum of condition values of a plurality of attributes (a sender, a destination, a format of a document to be sent, and the like) selected in advance with respect to facsimile transmission on the basis of the sum; and an authorizer determination part S918 for determining an authorizer candidate which has a lowest condition value from among the set of authorizer candidates.
