PROBLEM TO BE SOLVED: To enable creation of a transmission control JCL rapidly and accurately, without requiring creation, update, and the like of the transmission control JCL by manual work. SOLUTION: There are provided a transmission master 122 storing a transmission tool ID for identifying a schedule job ID for identifying a transmission job and transmission tools (130a to 130c) in association with a transmission control parameter used for execution of a job; and a transmission tool master 124 storing model JCLs (124a to 124c) including arguments in association with the transmission tool IDs. A transmission control parameter corresponding to a schedule job ID is read from the transmission master 122, the model JCLs (124a to 124c) corresponding to the transmission tool ID associated with the schedule job ID are read from the transmission tool master 124, and arguments in the model JCLs are replaced with the transmission control parameters to create JCLs (125a to 125c).
