PURPOSE: Apparatus for controlling the speed change of a vehicle is provided to eliminate the friction between the skirt and the cover of a change lever by a ball when changing the change lever to first/second. CONSTITUTION: Apparatus for controlling the speed change of a vehicle comprises a skirt(3) and a cover(5). The skirt slides along the longitudinal direction of a change lever(1). The cover is disposed at the path selected to shift to R by the change lever. The cover limits the skirt movement to prevent the wrong operation to R. A ball(7) with a part projected is inserted into the skirt. The ball is inserted towards cover. The ball limits the moving direction of the skirt by contacting with the cover. The ball minimizes the friction with the cover by rolling when shifting the change lever to first/second.
