<P>PROBLEM TO BE SOLVED: To provide a recording medium conveying device including a pair of rollers that receive a recording medium between the peripheral faces of each other and feed the recording medium at a prescribed timing, capable of accurately conveying the recording medium, and an image forming device having the recording medium conveying device. Ž<P>SOLUTION: A lower roller 21 is movable and an upper roller 20 is fixed. Of a pair of biasing members 34 provided on both sides in the width direction of the lower roller 21 for biasing the lower roller 21 toward the upper roller 20, lines of action (D or E) of the biasing force of at least one biasing member extends by crossing the axis B of the lower roller 21 on a plane C on which the axis A of the upper roller 20 and the axis B of the lower roller 21 are arranged. The intersection F of the lines of action D, E of the biasing force of the pair of biasing members 34 is arranged on either one of reference lines (P, Q) extending on the plane C so as to be orthogonal to the axis B of the lower roller 21 by passing the end 34A of each biasing member 34 or between the reference lines (P, Q).
