<P>PROBLEM TO BE SOLVED: To provide a device, a kit, and a method for providing percutaneous access to a surgical site. Ž<P>SOLUTION: A suitable device include a hollow body having a distal end and a proximal end, wherein the distal end comprises one or more apertures. A first pivot member is disposed in the hollow body. A tissue excision member is mounted in rotatable communication with the pivot member, wherein at least part of the tissue excision member is exposed through one or a plurality of side apertures, and wherein the tissue excision member is movable along the length around the pivot member to the pivot member.
