PROBLEM TO BE SOLVED: To provide a powder mixture for powder metallurgy which hardly causes segregation of powder for alloy or the like, is excellent in flowability and also is excellent in lubricity with a mold interface upon molding. SOLUTION: The powder mixture for powder metallurgy prepared by attaching the powder 30 for alloy to iron-based powder 1 via an organic binder 31 has: a cover layer 2 using a wetting improving agent; a cover layer 3 containing the powder for alloy and organic binder; and a cover layer 4 using a surface reforming agent in the order from the lower layer side on the surface of the iron-based powder. The surface of the iron-based powder is evenly covered with the cover layers of powder for alloy/organic binder according to operation of the cover layer of the wetting improving agent, therefore, the segregation of the powder for alloy can be prevented, the lubricity with the mold can be improved and, further, the high fluidity can be obtained by the operation of the cover layer of the surface reforming agent.
