<P>PROBLEM TO BE SOLVED: To provide a method of selecting suitable laser-stable optical material for making an optical element, especially for high-energy electromagnetic radiation at wavelengths of 200 nm or below. Ž<P>SOLUTION: The method of selecting optical material includes the steps of: (a) performing a first pre-irradiation of an optical material to produce radiation damage; (b) after performing the first pre-irradiation, exciting an induced fluorescence in the optical material with light of a wavelength of 350 to 700 nm at least ten minutes after an end of the first pre-irradiation; (c) measuring intensities of the induced fluorescence at one or more wavelengths of 550 to 810 nm; (d) after the measuring of the induced fluorescence intensities in step (c), performing a second pre-irradiation of the optical material with an at least 1,000-fold higher energy than that used in the first pre-irradiation of the optical material; and (e) subsequent to the second pre-irradiation of step (d), measuring intensities of the induced fluorescence a second time and then determining an increase of the intensities of the induced fluorescence.
