<P>PROBLEM TO BE SOLVED: To apply wavelet transform to an optional shape region, and embed watermark data. Ž<P>SOLUTION: Image data of a target to be embedded with watermark data, a shape map specifying the optional shape region of the target to be embedded with the watermark data in the image data, and the watermark data, are prepared. A SA-DWT (Shape-Adaptive Discrete Wavelet Transform) processing unit 21 recognizes a region included in the optional shape region of the image data using the shape map, and performs the wavelet transform of the image data in the region. The wavelet transform divides the image data in the optional region into frequency bands, and a watermark information embedding unit 22 embeds the watermark data in the frequency space of the image data created by the division. The SA-IDWT (Inverse Shape-Adaptive Discrete Wavelet Transform) processing unit 23 performs the inverse wavelet transform of them, and the image data with the watermark are created.
