<P>PROBLEM TO BE SOLVED: To reduce a region of a furnace where water pipe temperature exceeds design allowable temperature, in an oxygen burning boiler including burners at a plurality of stages. <P>SOLUTION: This oxygen burning boiler plant includes an oxygen flow rate determination means or a circulating exhaust gas flow rate determination means for adjusting at least one of a flow rate of oxygen supplied to the burners or a flow rate of circulating exhaust gas with respect to each burner stage.
