<P>PROBLEM TO BE SOLVED: To provide a tugboat hard to open an openable board of a fish-charging port when floating on the normal water surface or even when overturned. Ž<P>SOLUTION: The tugboat is such that, its top plate 2 fixed on the tugboat body 1 and top 3 of the tugboat body are made of a synthetic resin or the like, and it floats on water through a buoyant material 10 such as of an expanded resin. The top 3 of the tugboat body opens a fish-ejecting port 3a and fitted with a lid 5 axially supported openably; the lid 5 opens a fish-charging port 5b, which is fitted with openable plates 7 and 7 inside the lid 5 so as to close from the inside and so as to be openable inside and closedly urged. The openable plates 7 and 7 are bored with a plurality of water-running holes 7a and 7a.
