PROBLEM TO BE SOLVED: To certainly prevent inappropriate transmission regardless of the condition of a user side in transmitting a mail, and sufficiently and certainly improve user's consciousness. SOLUTION: A web mail server 100 includes a determination section 300 that displays an interface 201 of a web mail on a web browser 200 of an office worker's computer 12, makes a user 12u of the computer use the web mail, and determines whether transmission of the web mail performed by the web browser is against a predetermined rule, a rule specifying information DB 411 for storing word specifying data for specifying the word of the rule, and an in-house rule display control section 421 for displaying the held word specifying data on the web browser.
