<P>PROBLEM TO BE SOLVED: To calculate power consumption of a cell to be analyzed in a short time with high accuracy. Ž<P>SOLUTION: A library in which power consumption is defined for each of a plurality of operation rates of a reference pin is generated. Based on the library, power consumption at the average operation rate of the reference pin is obtained. When the power consumption at the average operation rate of the reference pin is not described in the library, the power consumption at the average operation rate is obtained by interpolation processing. The power consumption of the cell is obtained based on the power consumption at the average operation rate, and operation conditions such as an operation rate or an operation frequency of a trigger pin.
