<p><P>PROBLEM TO BE SOLVED: To provide a production plan preparation system allowing effective use of a production resource while properly securing planning accuracy, and to provide a production plan preparation method using it. <P>SOLUTION: In the production plan preparation system, the target number of objects processed in a process in each of a plurality of first stage periods is set by a computer about at least one process executed so as to produce a product, and the target number of the objects processed in the process is set by the computer in a second stage period including the plurality of first stage periods.
