<P>PROBLEM TO BE SOLVED: To provide a timepiece dial showing an appearance having an excellent feeling of the gloss, and a timepiece including the timepiece dial. Ž<P>SOLUTION: In the timepiece dial 1, a plurality of scale-like powders 31 having a light-reflecting function are arranged on a substrate 2, and different-direction arrangement members 4 for directing each main surface of the plurality of powders 31 to each different direction are provided on the substrate 2. Preferably, each different-direction arrangement member 4 has an approximately spherical shape or an approximately cylindrical shape. The height of each different-direction arrangement member 4 is preferably in the range of 50-220 μm. Assuming that the height of the different-direction arrangement member 4 is X [μm], and a mean particle size of the powders 31 is Y [μm], the relation: 0.3≤X/Y≤1.7 is preferably satisfied.
