<P>PROBLEM TO BE SOLVED: To provide a charging device that securely cleans a needle electrode by bringing the entire area of the circumference of a cleaning rubber roller into contact with the needle electrode, and that prolongs the life of the cleaning rubber roller and the life of a saw teeth, and to provide an image forming apparatus that forms satisfactory image quality by having the charging device. Ž<P>SOLUTION: The charging device 1 includes: the needle electrode 63; a saw-teeth holding member 62 that holds the needle electrode 63 by using a base portion 6 with a base surface 8 and a holding portion 7; the cleaning rubber roller 66 that cleans the needle electrode 63; a cleaning member holder 94; a moving means 3 for moving the cleaning member holder 94; and a guide means for moving the cleaning member holder 94 in a direction parallel to the base surface 8 and perpendicular to the disposition of the saw teeth 53, as the cleaning member holder 94 is moved by the moving means 3.
