PURPOSE: An apparatus and a method for controlling a lamp in an automobile are provided to reduce the load of operating a headlamp and a tail lamp from a driver by controlling the headlamp and a tail lamp according to wiper operation state and vehicle speed. CONSTITUTION: A wiper state detection part senses the operation of the wiper and a drive mode. A vehicles speed sensor(120) senses a running speed of the vehicles. A controller(140) controls the tail lamp and headlight of the vehicles according to the operation and driving mode of the wiper. The controller controls the tail lamp and headlight of the vehicles based on the running speed from the vehicles speed sensor. The wiper state detection part(110) generates a wiper on and off signal according to the operation of the wiper.
