PURPOSE: A method and a facility for manufacturing retardation film are provided, which can obtain optical property regardless of the change of the temperature or humidity. CONSTITUTION: A feed port(4) supplies a TAC film(3). A tenter(5) extends the TAC film provided by the feed port. A moisture gas contact casing(6) bring the moisture gas into contact with the extended TAC film. A cooling part(7) cools the TAC film transferred from the moisture gas contact casing. A winding unit(8) reels the TAC film to the winding center and forms a film roll.
