PROBLEM TO BE SOLVED: To provide a water-stop structure which can maintain the sufficiently high water-stop performance of a penetration part of a seepage control member for a long term, a construction method of the water-stop structure, and a water-stop method of an anchor penetration part of a seepage control layer using it. SOLUTION: The water-stop structure 10 is formed on an execution surface 1a having a drilled hole 1b used for anchor installation, and provided with the anchor 2, the seepage control member 3, a water-stop layer 8, and a water-stop layer sealing member 5. The anchor is installed in the drilled hole 1b used for anchor installation, and the seepage control member is installed on the execution surface 1a so that it does not cover the proximity of the drilled hole 1b used for anchor installation. The water-stop layer is formed so that it covers the execution surface 1a close to the drilled hole 1b used for anchor installation, and contains bentonite. The water-stop layer sealing member has a contact surface which is brought into contact with the surface of the water-stop layer 8, and fixed on the execution surface 1a by the anchor 2.
