摘要 <p><P>PROBLEM TO BE SOLVED: To efficiently perform in-image encoding based upon resolutions of a color component of an input image signal and a color space. <P>SOLUTION: In an image information encoding device 10, an intra-prediction section 23 adaptively changes a block size for generation of a prediction image based upon a chroma format signal indicating which of a 4:2:0 format, a 4:2:2 format, and a 4:4:4 format the resolution of the color component corresponds to and a color space signal indicating which of YCbCr, RGB, XYZ, etc., the color space corresponds to. Further, an orthogonal transform section 14 and a quantization section 15 change an orthogonal transform technique and a quantization technique according to the chroma format signal and color space signal.
