PROBLEM TO BE SOLVED: To provide a decorative sheet which has high peel strength, is excellent in use aptitude including contamination resistance, abrasion resistance, water resistance, chemical resistance, and weatherability, and has favorable surface specular properties and a feeling of high gloss and a decorative plate in which the sheet and a substrate are joined together. SOLUTION: In the decorative sheet, at least a shielding layer, a metallic layer, and a surface protection layer are piled up in turn on the substrate. The content of a photoluminescent pigment contained in the metallic layer is 15-45 pts.mass per 100 pts.mass of the resin solid content of the metallic layer. The surface protection layer is formed by crosslinking and curing an ionizing radiation curable resin composition, and the amount of the applied ionizing radiation curable resin composition is 3-8 g/m<SP>2</SP>.
