PROBLEM TO BE SOLVED: To provide a high strength cold rolled steel sheet having excellent stability in mechanical properties, which can be produced without being influenced by variation in annealing-heating holding conditions such as annealing-heating temperature and holding time therefor, and to provide a method of producing the same. SOLUTION: The high strength cold rolled steel sheet having excellent stability in mechanical properties has a composition comprising, by mass, 0.02 to 0.30% C,≤3.0% (including 0%) Si, 0.2 to <3.0% Mn,≤0.1% (including 0%) P,≤0.01% (including 0%) S, 0.002 to 0.030% N and≥0.002% Al, and in which the contents of N and Al satisfy -0.0005≤[N]-(14.01/26.98)×[Al]≤0.0020 (wherein, [ ] denotes the content (mass%) of each element), and the balance iron with inevitable impurities.
