PROBLEM TO BE SOLVED: To solve a problem of a conventional vehicle operation management system using GPS, wherein a device for navigation is installed for each track vehicle and thus the system cost becomes very high if similar constitution is adopted for many bogies and freight cars in addition to a plurality of locomotives. SOLUTION: A system for managing motion status of a track vehicle in a yard of a freight terminal station etc. is configured with a center side management apparatus 7, a mobile side management apparatus 9 installed for each locomotive 8, and an IC tag reading apparatus 11 installed at each of a plurality of check points 10 set along intra-yard wiring 1, as elements with communication enabled to each other, wherein the mobile side management apparatus is equipped with a navigation means 13 capable of performing heteronomous navigation based on the GPS and autonomous navigation having a map matching function, an IC tag reading means 14, and a display means, an IC tag 16a readable by the IC tag reading means is installed at each check point, and an IC tag 16b readable by the IC tag reading apparatus is installed on each bogie-freight car 17.
