<P>PROBLEM TO BE SOLVED: To decrease blocking artifacts in video encoding wherein motion compensation is performed. <P>SOLUTION: It is determined whether deblock filtering is performed on each border between adjacent blocks in a reference image for a luminance channel and a chrominance channel, respectively. Here, it is evaluated whether motion vectors of the luminance channel which point the same reference image are identical or similar to each other between blocks adjacent to the border, and it is determined, based upon the evaluation, whether deblock filtering is performed on the border.
