<P>PROBLEM TO BE SOLVED: To control fluidity of powder by controlling a flow rate of powder in package filling treatment. Ž<P>SOLUTION: The device (100) filling a vessel with the powder includes a hopper (105) accommodating powder medicine (115). The hopper has an outlet (120). A vibratable film (135) is arranged, apart from the powder in the hopper, in the hopper, above the hopper or in the vicinity of the hooper. The vibratable film (135) can fluidize the powder in the hopper. The powder flowing through the outlet under the control of the vibratable film flows into the vessel (175) or flows into a transfer chamber (125) for transferring the powder to the vessel.
