<P>PROBLEM TO BE SOLVED: To provide an application liquid for forming a transparent hollow silicone particle based coating film having satisfactory productivity and low refractive index and to provide a base material with the coating film having low reflectance and excellent scratch resistance. Ž<P>SOLUTION: The application liquid for forming the coating film comprises a hollow silicone (A) and a fluorine-containing multifunctional compound (B). The application liquid formed by replacing a part of the fluorine-containing multifunctional compound (B) with a multifunctional (meth)acrylic compound (C) having a (meth)acryloyl group or a vinyl group is also provided.
