PROBLEM TO BE SOLVED: To provide a tool and a method for inexpensively manufacturing a roller structure in which a sleeve body is not axially displaced when the cylindrical sleeve body is fitted to an outer periphery of a column-shaped shaft center body, and the roller structure. SOLUTION: The column-shaped shaft center body 11 having a predetermined shape, the cylindrical sleeve body 20, and a circular ring 30 are fitted to be integrated. In this case, circular rings 30x, 30y are fitted and fixed by adhesive to an inner wall surface 23 of the cylindrical sleeve body, and then, this cylindrical sleeve body with rings is fitted to the outer periphery of the column-shaped shaft center body 11. At this time, the circular ring is tightened and deformed to have an outer diameter shape adapted to an inner diameter 22d of the sleeve body to be held in a fitting drum 52 formed by a forming die 50. A flange continuing to the fitting drum is provided with a ring end butting surface for position-regulating an axial end edge of the circular ring and a sleeve end butting surface for position-regulating an axial end edge of the cylindrical sleeve body.
