<P>PROBLEM TO BE SOLVED: To provide a means for controlling the switching of a pedestrian traffic light by accurately determining the number of pedestrians waiting for a signal. Ž<P>SOLUTION: Pedestrian traffic light identification number display boards 103 and 123 showing identification numbers are arranged near pedestrian traffic lights 102 and 122 so that pedestrians can easily recognize the identification information (identification numbers) unique to the pedestrian traffic lights. The identification number information written on the pedestrian traffic light identification number display boards 103 and 123 is transmitted to traffic light control devices 105 and 125 arranged in pedestrian traffic lights 102 and 122 by a short-range radio communication means installed in a portable communication terminal carried by a pedestrian waiting for a signal. Traffic light control devices 105 and 125 determine pedestrians waiting for the pedestrian traffic lights 102 and 122 from the received identification number information, and controls the change of the signal switching time of the pedestrian traffic lights 102 and 122.
