PROBLEM TO BE SOLVED: To provide a paper loading device, an image forming device and a control method of the paper loading device, capable of avoiding a collision sound of a paper ejecting registering member 64 and a paper ejecting tray 63. SOLUTION: This paper loading device includes the paper ejecting tray 63 for loading a plurality of paper and movable in the loading direction, a tray driving part for driving the paper ejecting tray 63 in the loading direction, position detecting parts 71-74 for detecting a position of the paper ejecting tray 63, the paper ejecting registering member 64 for registering the plurality of paper S loaded on the paper ejecting tray 63, a registering member driving part for driving the paper ejecting registering member 64 between a first position capable of registering the paper S and a second position unable to register the paper S above the first position, and a control part for controlling the tray driving part and the registering member driving part. The control part moves the paper ejecting registering member 64 to the first position from the second position after moving the paper ejecting tray 63 downward when a position of the paper ejecting tray 63 detected by the position detecting parts 71-74 exists between the upper limit position and a 1/4 position.
