PROBLEM TO BE SOLVED: To stably provide an image having a sufficient image density by keeping the amount of a developer conveyed to a developing region with a developer carrier even when a lubricant is contained in the developer, in a developing device for regulating, with a regulating member, the amount of the developer that is held on a roughened surface of the developer carrier and is conveyed to the developing region facing an image carrier. SOLUTION: This developing device regulates, with the regulating member 16, the amount of the developer D that is held on the roughened surface of the developer carrier 11, is conveyed to the developing region facing the image carrier 1, and is conveyed to the developing region by the developer carrier.
