METHOD, DEVICE AND PROGRAM FOR CONVERTING FRAME RATE, AND COMPUTER READABLE RECORDING MEDIUM WITH THE PROGRAM RECORDED THEREIN

PROBLEM TO BE SOLVED: To provide a technique for converting a frame rate keeping the amount of codes small when a low frame rate video signal obtained by subjecting frames of a high frame rate video signal to downsampling based on filtering.

SOLUTION: In a process by generating a lead frame after downsampling, the next frame position predetermined by downsampling at equal intervals is identified each time a frame after the downsampling is generated, filter coefficients optimizing values representing the coding efficiency of a low frame rate video signal generated by filtering are calculated for a plurality of frames located in its vicinity, and the filtering using the filter coefficients calculated for the plurality of frames is repeated for all the downsampling positions, whereby conversion form the high frame rate video signal to the low frame rate signal is executed.
