<P>PROBLEM TO BE SOLVED: To provide a method of manufacturing a high-quality asphalt mixture by effectively exerting the functional recovery of old asphalt in a recycled aggregate by a recycling additive. Ž<P>SOLUTION: Each material is charged into a mixer as follows: firstly, the recycled aggregate and the recycling additive are charged in this order; subsequently, a new aggregate and stone powder are charged in this order; dry mixing is performed; finally, new asphalt is charged; and wet mixing is performed. Thus, the recycling additive is added only to the recycled aggregate and the total amount of the recycling additive is mixed into the recycled aggregate, so that the functional recovery of the old asphalt in the recycled aggregate by the recycling additive can be effectively exerted.
