<P>PROBLEM TO BE SOLVED: To reduce a transfer failure image caused by a shortage of current when a transfer voltage value decided by a transfer control means is higher than the maximum applicable voltage value of a transfer high-voltage transformer, in a low temperature, low humidity and low pressure environment. Ž<P>SOLUTION: The applied voltage value decided in the transfer control means is compared with the maximum applicable voltage value of the transfer high-voltage transformer and a voltage value applied from a transfer means is made variable to perform operation at a process speed lower than that when an image is normally formed, by the comparison results.
