<P>PROBLEM TO BE SOLVED: To provide technology reducing temperature of exhaust gas while inhibiting knocking during high temperature start in a starting device for an internal combustion engine. Ž<P>SOLUTION: This device includes a motor rotating a crankshaft of the internal combustion engine, a pressure reduction means reducing pressure in an intake air passage of the internal combustion engine by rotating the crankshaft of the internal combustion engine by the motor when temperature of the internal combustion engine is not less than a prescribed value before starting the internal combustion engine, and a start permission means starting the internal combustion engine after the pressure in the intake air passage is reduced to a prescribed pressure or lower by the pressure reduction means.
