PROBLEM TO BE SOLVED: To provide a method of manufacturing mold preventing occurrence of defects such as air stagnation in a glass gob or a glass molded body to be manufactured. SOLUTION: The method of manufacturing mold comprises: a film-forming process of forming a cover layer on a base material; and a surface-roughening process of roughening the surface of the cover layer. In the surface-roughening process, all or partial peeling does not occur on the cover layer and the surface-roughening is performed such that the reflectance on the surface of the cover layer or a parameter calculated based on the reflectance falls into the prescribed range.
