PROBLEM TO BE SOLVED: To estimate a noise spectrum based on actualities, and to make a noise suppression effect more effective. SOLUTION: A noise suppressing device includes: a voice detection section (80) for detecting whether or not, there is a voice included in an input signal; a first noise spectrum estimation section (21) for estimating a noise spectrum included in the input signal on the basis of its detection result and the input signal; a second noise spectrum estimation section (23) for estimating the noise spectrum on the basis of the input signal, irrelevant of the detection result by the voice detection section; and a noise spectrum calculation means (see ref. No.30 etc. in Fig.) for calculating a noise spectrum final estimation value, according to a time length in which the voice detection section continuously detects the voice, and on the basis of the first and the second noise spectrum estimation values which are estimation results by each of the first and the second noise spectrum estimation means.
