PROBLEM TO BE SOLVED: To make a wireless communication terminal more smoothly carrying out a handover from a relay station to a base station even in a case where communication with the relay station is cut off unexpectedly. SOLUTION: A representative configuration includes: a terminal communication unit 350 for carrying out wireless communication with a base station 120; a base station information acquisition unit 360 for acquiring from the base station, base station information with which one or more base stations communicable for the terminal communication unit can be specified; a base station communication unit 354 for carrying out communication with the wireless communication terminal 110; a suspension decision unit for determining a suspended state; and an information transmission unit 362 for transmitting to the wireless communication terminal, the base station information and scan instructions for acquiring a radio wave strength of the communicable one or more base stations around a mobile 160 on the basis of the base station information in a case where the suspended state is determined.
