<P>PROBLEM TO BE SOLVED: To provide a meta-type wholly aromatic polyamide electric insulating paper which has excellent fire retardancy while suppressing generation of gas in high-temperature processing, and excellent balance between rupture strength and dimensional stability under high-temperature atmosphere. Ž<P>SOLUTION: Staples of a meta-type wholly aromatic polyamide fiber are used. The polyamide fiber is obtained by producing a porous coagulation yarn by performing wet spinning by use of a specific coagulation bath, plastically drawing it at a specific magnification, and further performing a specific heat treatment in saturated steam. The polyamide fiber has a residual solvent quantity left in the fiber of 1.0 mass% or less, a dry thermal shrinkage ratio at 300°C of 3.0% or less, and a rupture strength of 3.0 cN/dtex or more.
