<P>PROBLEM TO BE SOLVED: To provide a flame retardant resin composition and an insulated wire excellent in cold resistance and abrasion resistance when a natural mineral mainly containing magnesium hydroxide is used as a flame retardant. <P>SOLUTION: The flame retardant resin composition contains the flame retardant prepared by grinding the natural mineral mainly containing magnesium hydroxide and a polypropylene resin having a functional group and an elastic modulus of 1,000 MPa or more.
